Background

In August of 2014, the City acquired the property to construct a regional detention pond in accordance with the City of Loveland Master Drainage Plan. The regional detention pond will over detain the contributary drainage basin’s stormwater runoff and release the runoff at a much-reduced rate into our existing underground storm sewer system. Residents living along southwest 23rd Street will be protected from future stormwater runoff within the drainage basin. The construction timeframe is June to September of this year.

Why are we doing this project?

The 1986 City of Loveland Master Drainage Plan identified a regional detention pond need in the northwest corner of the Aspen Knolls property to support land development growth within the drainage basin. In 2014, the City of Loveland purchased 13.239 acres in the northwest corner of the Aspen Knolls property for the future regional detention pond. A development application is currently being processed by the city for Phase 1 of the Aspen Knolls Subdivision. Phase 1 historically drains into the regional detention pond area as well as other off-site areas. The regional detention pond will protect the adjacent homeowners within the Sherri-Mar Subdivision from flooding.

Once construction begins, how will the City manage the dust?

The project includes installation of a regional detention pond on current pasture lands east of Taft Avenue south of the Sherri-Mar Subdivision. No excavated soil from the city’s property will be stockpiles on the adjacent Aspen Knolls property. Soil excavated to construct the regional detention pond will be loaded into dump trucks, hauled off-site, and disposed of by J-2 Contracting Construction, Inc. at the Kauffman Jake & Son pit located at 808 S. County Road 9E. By hauling away the excavated soil and not stockpiling it on the Aspen Knolls property, dust mitigation will be minimized. Dust mitigation is the responsibility of J-2 Contracting Construction, Inc. and will be enforced by the City.
