Public Improvement & Retail Sales Fee Information
The Public Improvement (PIF) and the Retail Sales Fee (RSF) are fees that are collected by retailers within The Promenade Shops, Centerra Marketplace, and the Centerra Motorplex. These fees are used to finance a portion of the cost for the public improvements surrounding these areas.
The PIF is 1.25% on all sale transactions that incur the City of Loveland sales tax. The RSF is 1.0% on all sales transactions that incur the City of Loveland sales tax (auto sales are exempt from collecting the RSF). The PIF and RSF are specifically fees and are NOT sales tax; therefore, the PIF and RSF becomes a part of the overall cost of the sale and is subject to sales tax.
The City of Loveland on behalf of the Centerra Public Improvement Collection Corporation; Centerra Retail Sales Fee Corporation, and the Promenade Shops RSF LLC will collect both the RSF fees and PIF.
In addition, the City of Loveland agreed to reduce the city sales tax rate within these areas, from 3.0% to 1.75%.
Please note that the PIF and RSF fees, and the reduced sales tax rate apply only to in-store purchases made at brick and mortar retail locations within the designated fee areas. All other taxable sales, including deliveries, online sales, or any other taxable transactions within the fee areas, are subject to the full City of Loveland 3.0% sales tax rate.
