Cultural Services, the Library, and Parks & Recreation are unified under one department: the Community Placemaking Department.

The Community Placemaking Department aims to provide lifelong access to connections and experiences (PLACE), connecting residents and visitors to nature, knowledge and learning, play, history, health and well-being.

Cultural Services 

Cultural Services gives residents more ways to enjoy art, history, and community spaces across Loveland. Through public art, performances, museums, and gathering places, residents can explore local culture and connect with others.

• The Art in Public Places program keeps a large collection of public artworks available throughout the city. 
• The Rialto Theater offers year‑round performances and film events for people of all ages. 
• The Pulliam Community Building provides a welcoming space for meetings, celebrations, and community gatherings

Residents can also learn and explore at the Loveland Museum and Beet Education Center, which feature rotating art and history exhibits, classes, and educational programs. 

The Loveland Museum holds national accreditation from the American Alliance of Museums—an honor achieved by fewer than 5% of museums in the United States—bringing high‑quality cultural experiences to the community.

 Library

The Loveland Public Library provides access to a broad physical and digital collection, technology support, and programs for all ages. Services include materials for borrowers to use, digital resources such as eBooks, audiobooks, magazines, and newspaper databases, along with computer access, printing, and one‑on‑one digital assistance. 

The library offers educational and enrichment programs for all ages, including literacy support, events, maker activities, and more. Additional services include homebound delivery, community outreach, and reservable meeting and study rooms equipped with technology for public use.

Parks and Recreation

Parks & Recreation manages numerous facilities including:

• Chilson Recreation & Senior Center
• Winona Outdoor Pool
• Two outdoor splash pads
• Three public golf courses
• An extensive soft path and paved trail system
• 30 playgrounds
• A public cemetery

There are also numerous programs, services and special events organized by this team. From a robust urban forestry program that celebrates its annual Tree City USA designation to the Open Lands and Trails program that manages 20 open land sites with more than 5,000 acres of open space, there are numerous ways for the community to appreciate indoor and outdoor recreation in Loveland.  

The parks and recreation team is nationally accredited through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NRPA).
