The 90-day Fast Track approval process for building permit and housing variance applications is available for development where at least half of the housing units proposed are deed-restricted or naturally affordable to people earning up to 100% of the Area Median Income (with affordable meaning housing costs are at or below 30% of household income). If the governor signs Senate Bill 26-040, the homeownership threshold statewide will increase from 100% of AMI to 120% of AMI in 2027.
AMI amounts are adjusted annually and vary by household size. New AMI amounts will be released in May 2026. As of fiscal year 2025, 100% of AMI for Larimer County (including Loveland) is:
- $89,400 for a single-person household
- $102,100 for a two-person household
- $114,900 for a three-person household
- $127,600 for a four-person household
- $137,900 for a five-person household, and so on
The 90-day process begins when the City of Loveland formally accepts the developer’s application. A concept review and an application review, during which staff members and the developer discuss potential issues to be addressed, occur before the City formally accepts an application.
The 90-day process ends when City staff members make a final decision on the application. Signing final documents for an approved application does not need to take place within the 90-day period.
