Regional Housing Needs Assessment
City staff partnered with Larimer County and the City of Fort Collins on a Regional Housing Needs Assessment designed to gather community feedback on housing types, needs, and challenges across all income levels and life stages. The report was presented to the Loveland City Council on March 24, 2026.

Adequate housing helps local economies grow, reduces poverty and the number of people moving for affordability reasons, positively impacts child development and physical and mental health outcomes, improves environmental quality, and saves on government spending. Other key takeaways from the assessment include:
- Half of Loveland renters and more than a quarter of Loveland homeowners spend more than 30% of their gross income on housing costs
- The average sales price for a home in Loveland is nearly $600,000 – double what is affordable for a household earning the Area Median Income
- Recent trends indicate housing production is on pace with job growth in Loveland, but lags growth in households
- Loveland needs 748 new units to alleviate overcrowding and soften vacancy rates for current residents
- Loveland needs to add 4,573 units in the next decade to keep up with projected population and job growth
Housing Needs Plan
In response to the Regional Housing Needs Assessment, the City of Loveland is drafting a Housing Action Plan to address housing needs in our region. The plan is scheduled for completion in the second half of 2026.
