BRIAN WALDES, ACTING CITY MANAGER 

Brian Waldes was appointed Acting City Manager on July 7, 2026. He joined the City of Loveland in January 2022 as Chief Financial Officer and was promoted to Deputy City Manager and Chief Financial Officer in March 2026 following the City’s Strategic Realignment. Prior to his work in Loveland, Brian served for 14 years as the Finance Director and Chief Information Officer for the Town of Breckenridge.

 With 22 years of leadership experience, Brian provides oversight to the Deputy City Managers along with the directors from the Northern Colorado Regional Airport, the City Clerk’s Office, and the Police Department.

 A proud CSU Ram, Brian holds an MSBA from Colorado State University and a mathematics degree from Colby College in Waterville, Maine. He has been a licensed CPA in Colorado since 2001 and a certified public finance officer since 2013.

ROLE OF THE CITY MANAGER

All City staff report to the City Manager, with the exception of the Municipal Court and the City Attorney’s Office. The City Manager is responsible for bringing together the talents and expertise of all department heads under a unified vision that supports service delivery aligned with City Council direction. Together, this leadership team works to foster an environment that encourages innovation, creativity, and organizational growth. The City Manager’s Office promotes a culture in which managers and employees alike hold each other accountable for achieving excellence.

Many organizations outside the City organization also play an important role in shaping the community and influencing its future. The City Manager is responsible for coordinating relationships with federal, state, county, and municipal agencies; non‑profit organizations; City of Loveland Boards and Commissions; and local businesses and other private partners.
