The City's Global Relay system makes City Council email viewable on-demand from any location. The system is on a 24-hour delay, and is updated daily (with the exception of weekends and holidays).

To access the Loveland City Council email archive, send an email to emailarchive@cityofloveland.org . You will receive an automatic reply with the current user name, password and instructions.

Most communications will be accessible to anyone via Global Relay’s email database that can be tapped from any internet-connected computer or handheld device.

Exceptions to access, under provisions of the Colorado Open Records Act, might shield some messages for reasons outlined in the state law. Examples include communication about real estate transactions, negotiations that involve attorney-client privilege and certain personnel issues. Any emails containing the words "#private#," "confidential," "privilege" or "ACP" in the subject line are restricted and will not appear publicly in Global Relay.

Emails sent by citizens to Council members can be kept confidential and restricted from Global Relay by entering the words “#private#,” "confidential," "privilege," or "ACP" in the subject line.

Members of the public may request access to restricted emails that do not appear publicly on Global Relay under provisions of the Colorado Open Records Act (CORA). Requests, as all others under the law’s provisions, will be evaluated to determine whether content is “privileged,” and therefor would remain shielded. Requestors then would be provided with specific reasons for withholding the content.

Three or more members or a quorum of the City Council may discuss public business among themselves at any time in electronic mail messages. Discussion of any subject may begin at any time and may continue from time to time. By their nature, such discussions follow no agenda and providing specific agenda information is not possible. Except according to law, records of such electronic mail discussions are open to the public.
