The City of Loveland Local Licensing Authority (LLA) oversees licensing for the sale of alcohol, tobacco, and marijuana products in city limits.

Incomplete applications will not be considered:

  • Incomplete applications may be provided a 10-day revision period at the discretion of the licensing administrator.
  • Incomplete application materials must be retrieved at the applicant's expense.

Local Licensing Authority Meetings

Meetings of the Local Licensing Authority are held on the third Thursday of each month in City Council Chambers.

Liquor Licensing

The State of Colorado is a dual liquor license state:

  • All liquor licensees in Colorado, with the exception of certain state-only licenses, receive a license from the municipality and the state. 
  • The application process for all liquor licensees in Colorado begins at the local level.

Call 970-962-2000 option 9 to make an appointment or email the City Clerk's Office for more information about the pre-application meeting. Walk-in new license applications and license renewals will not be considered.

Applications for new licenses, transfers of ownership, modifications, and special events must be received by the City Clerk's Office 45 days prior to the Liquor Licensing Authority Meeting to be considered. Renewal applications must be submitted no later than 45 days prior to the expiration date printed on the license. 

Throughout the process, the City Clerk’s Office cannot provide legal guidance. Applicants are encouraged to seek legal counsel or independent wayfinding services during the licensing process. Applicants are required to understand all local and state laws related to the sale and procurement of alcohol beverages.

The City requires Colorado Applicant Background Screening (CABS) for certain liquor license applications. Please contact our office or view the CABS Fingerprint Instructions for Liquor Licensing document for more information.

 Liquor License Application Resources:

Contact the City Clerk's Office regarding any modifications to your business or licensed premise. The Clerk's office can provide the following application packets:

  • Modification of Premises Applications
  • Manager Registration Applications
  • Temporary Transfer Permit Request

Liquor licensees will be provided with a courtesy renewal notice and application checklist 90 days prior to the expiration date of their license. Contact our office if your business has not received this packet prior to renewal.

For state-issued Festival, Sales Room, Distillery, Brewery, and Limited Winery permit applicants, consent of the Local Licensing Authority must be provided before state applications will be approved.

 

Special Event Liquor Permit

Alcohol for special events must be permitted by the Local Liquor Licensing Authority. Special Event Liquor Permits are only available to not-for-profit corporations, chartered organizations, and other types of not-for-profit entities.

An event permit application must be filed through the Event Permitting System no later than 60 days prior to the event date if the event involves alcohol sales/service.

 

Required Local Alcohol Server Training

Alcohol Server Training is required by the Local Licensing Authority for all Liquor License and Permit holders. Local training is provided by the City of Loveland Police Department.

 Local Alcohol Server Training Course Dates:

  • Tuesday, Sept. 8, 2026
  • Tuesday, Dec. 8, 2026

Participants may register for the course for a fee of $10. There are two ways to register:

  1. Register Online and mail or drop off payment at the City Clerk's Office.
  2. Submit your completed registration form with payment to:

Priority is given to Loveland-based businesses and nonprofits (even if they live outside of City limits), and community members training for volunteer or vocational purposes. The City’s Alcohol Training Certificates may not be accepted by other municipalities.
