Liquor Licensing
The State of Colorado is a dual liquor license state:
- All liquor licensees in Colorado, with the exception of certain state-only licenses, receive a license from the municipality and the state.
- The application process for all liquor licensees in Colorado begins at the local level.
Call 970-962-2000 option 9 to make an appointment or email the City Clerk's Office for more information about the pre-application meeting. Walk-in new license applications and license renewals will not be considered.
Applications for new licenses, transfers of ownership, modifications, and special events must be received by the City Clerk's Office 45 days prior to the Liquor Licensing Authority Meeting to be considered. Renewal applications must be submitted no later than 45 days prior to the expiration date printed on the license.
Throughout the process, the City Clerk’s Office cannot provide legal guidance. Applicants are encouraged to seek legal counsel or independent wayfinding services during the licensing process. Applicants are required to understand all local and state laws related to the sale and procurement of alcohol beverages.

Liquor License Application Resources:
Contact the City Clerk's Office regarding any modifications to your business or licensed premise. The Clerk's office can provide the following application packets:
- Modification of Premises Applications
- Manager Registration Applications
- Temporary Transfer Permit Request
Liquor licensees will be provided with a courtesy renewal notice and application checklist 90 days prior to the expiration date of their license. Contact our office if your business has not received this packet prior to renewal.

For state-issued Festival, Sales Room, Distillery, Brewery, and Limited Winery permit applicants, consent of the Local Licensing Authority must be provided before state applications will be approved.
Special Event Liquor Permit
Alcohol for special events must be permitted by the Local Liquor Licensing Authority. Special Event Liquor Permits are only available to not-for-profit corporations, chartered organizations, and other types of not-for-profit entities.

An event permit application must be filed through the Event Permitting System no later than 60 days prior to the event date if the event involves alcohol sales/service.
Required Local Alcohol Server Training
Alcohol Server Training is required by the Local Licensing Authority for all Liquor License and Permit holders. Local training is provided by the City of Loveland Police Department.
Local Alcohol Server Training Course Dates:

- Tuesday, Dec. 8, 2026
Participants may register for the course for a fee of $10. There are two ways to register:

Priority is given to Loveland-based businesses and nonprofits (even if they live outside of City limits), and community members training for volunteer or vocational purposes. The City’s Alcohol Training Certificates may not be accepted by other municipalities.
Marijuana Licensing
Please call 962-2000 option# 9 to schedule time to discuss a current or future application. Appointments will be scheduled on a first-come, first-served basis. The application period for non-legacy applicants will begin no earlier than Monday, June 29, 2026. Book a Marijuana License Pre-Consultation.
The application consultation will cover the local licensing requirements and answer applicant questions to help ensure all application and licensing requirements can be fulfilled by the applicant.
Local applications that are deemed legally complete will be processed in the order they are received. It is strongly recommended that applicants seek legal advice from an attorney prior to submitting their applications. The City will be unable to provide any legal advice for applications.
State applications must be submitted prior to submitting a local application, and a copy of the State application must be submitted with your local application. Local applications that do not include the State application will be denied. If the local application is incomplete, or if there is an issue with the payment submitted, your local application could be denied, or if it needs amendments, it may lose priority position.
If you submit your state application and local application to the State, the State will forward the local application to the Clerk.
All fees for the local and state application must be submitted with your state application.
A Pre-Consultation must be scheduled to submit your local application. It is preferable that the local application is not submitted until the Pre-Consultation meeting is complete. The Pre-Consultation meeting is an opportunity to discuss any questions or obtain clarification regarding the local application process to help applicants submit a legally complete application for processing.
Each Pre-Consultation will be limited to thirty (30) minutes and one (1) application. Multiple applications will require multiple Consultation appointments.
A conceptual review may be scheduled prior to the pre-consultation meeting. Proceeding beyond conceptual review to the adaptable use process cannot be applied until a pre-consultation meeting has been completed.
“Locking down the location.” – for applicants who have an application that is in process where the location may have an overlap with another establishment within the one-mile distance requirement. Applicants who have complied with all the following:
- Submitted a legally complete local and state application,
- Received an approved Adaptable Use Permit,
- Completed all necessary inspections, and
- Received approval from the Licensing Authority
There will be the only marijuana establishment allowed within a particular one-mile radius. Only one application per legacy applicant will be reviewed at a time. After 120 days from March 1st, multiple applications or non-legacy applications may be submitted.
“Legacy Applicants” – For the first 120 days of the licensing period, the City Clerk will only accept local applications for Legacy Applicants. Legacy Application status is determined by the applicant’s ability to provide evidence of at least 10% ownership over a prior legal retail or medical marijuana establishment in Loveland. The burden of proof is on the applicant to provide documentation to support “Legacy” consideration. Examples of proof that can be submitted include, but are not limited to, lease agreements, Secretary of State filings, bank records, and operating agreements. The City Clerk’s office has a list of prior establishments that will assist with verification, but this list does not imply or establish “Legacy” status.

To obtain documents related to potential application locations, a CORA request may be submitted to the Clerk’s office. Internally, a GIS tool is under development to help track licensing programs for the City Clerk’s Office. We appreciate your patience while this internal tool is under development.
