Residents who meet the below criteria (no. 1-3) but are not yet registered to vote (no. 4) may do so up to and on Election Day. To see if you are currently a registered voter, check your voter registration.
All City of Loveland registered voters will be given an opportunity to vote for a Council representative for their Ward and Mayor. To determine your ward location click on the GIS map and enter your address in the upper right corner.

The City of Loveland does not have a general 'Business License'. The City Clerk's Office provides licenses for the following:
Games of Skill - include: Pinball machines, electronic games, claw games, theater, skate rink, pool tables etc. Any game that requires money or tokens to be played. Please see Games of Skill application.
- Pawn Broker - it is unlawful for any person to engage in pawn brokering except as provided in and authorized by this chapter without first having obtained a license from the City Clerk. Please see Pawn Broker application. Please review the City's Municipal Code Section 5.28 regarding Pawnbroker licensing. - Tree Trimmer - business of cutting, trimming, pruning, removing or otherwise treating trees and shrubs. Please find the 2026 Tree Trimmer Application here. Please read the application for important updates to our licensing policies. Applications for renewal will continue to be accepted until February 28th to accommodate additional required documents.

- Effective December 1, 2025, the Mobile Vendor License fee will increase to $100. Applications submitted after this date will apply to the 2026 calendar year.
- Vendors are required to obtain a license from the City of Loveland at least 10 days prior to taking part in any event within City Limits. Planning ahead is recommended because City departments need enough time to perform safety checks and review the application.
- If you have a fuel source (propane, generator, etc.), an additional inspection is required by the Fire Department.

Liquor and Tobacco Licensing:
Meetings of the Local Licensing Authority are held on the third Thursday of each month in City Council Chambers.
Liquor Licensing Information
The State of Colorado is a dual liquor license state: all liquor licensees in Colorado, with the exception of certain state-only licenses, receive a license from the municipality AND the state. The application process begins at the local level, please read this page for more information on how to apply. Applicants are required to understand all local and state laws related to the sale and procurement of alcohol beverages. Applicants are cautioned that the City Clerk's Office, nor any other City department, can provide legal advice. Applicants are encouraged to seek legal counsel or independent wayfinding services during the licensing process.

Please contact the Clerk's Office to schedule a meeting to review application requirements and submit your application. Applicants must make an appointment to submit a new or transfer application. Applicants should expect to spend at least 15 minutes when submitting an application. Incomplete applications will not be accepted; please plan accordingly and ensure that all documents and fees are included with your application. Applications found to be incomplete will be provided a revision period of 10-days for applicants to amend applications and submit all required documents.
Please contact the Clerk's Office to Arrange an appointment to submit your license application. Starting July 1st, 2025, the office will be switching to an appointment-only system for ALL license submittals, including renewals. Walk-in submittals for new or transfer licenses will NOT be considered.

The New License process:
- A valid Certificate of Occupancy must be obtained from the Building Division of the City of Loveland before an application will be accepted. The application packet contains contact information and applicants may visit their webpage for additional information.
- State and Local Distance Requirements must be met. It is the responsibility of the applicant to verify that a proposed location meets these requirements. The City can provide mapping services in order to adhere to the 500 ft. distance requirements set forth by the State. Please see this helpful tool for an overview of area liquor licenses and local schools, colleges, seminaries. results of these processes cannot be guaranteed and are the responsibility of the applicant to certify. Applicants must provide a notarized, "Affidavit of Measurement" certifying this verification. The City makes no guarantees by providing this tool.
- Review the Local Licensing Authority Rules of Procedure and State Liquor Code and Rules.
- Schedule an Appointment: your application must be submitted by the "Submittal Deadline" that corresponds to the Local Licensing Authority Hearing where your application will be considered. You must make an appointment to submit your application.
- 7-14 days after submittal: Boundary map and petition packet are provided to applicant. Applicants are advised to contact the building department and fire departments at least 10 calendar days before the LLA Meeting.
- 15 days before Meeting: final date to submit amendments to an application.
- 10 days before meeting: Petition packet is submitted by 5pm to the Clerk's Office.
- 30 days after meeting: findings report is issued, police department inspection is scheduled. Licenses are issued after final inspections are passed, occupational tax is due prior to issuance of the license.

Notice: all applications for new licenses, transfers of ownership, modifications, and new special events must be received by the City Clerk's Office 45 days prior to the Liquor Licensing Meeting to be considered.
New license and transfer license applications require a background check. Third-party agencies assist with this process and send the results of the background check to the state and city offices separately. Applications must include Individual History Record forms for all applicants submitting a background check as required by State Law. *Note to State Issued Sales Room, Distillery, Brewery, Limited Winery, and Festival Permit Holders: Consent of the Local Licensing Authority must be provided before state applications will be approved. Please contact the City Clerk's Office for information regarding this type of application.
The City requires state-license applicants to complete verification of 500 foot distance requirements and post public notice prior to a licensing authority hearing as part of the consent process. Please call 970-962-2000 opt. 9 for more information.

*NOTE TO ALL RENEWING LICENSE HOLDERS* The City of Loveland has not adopted an ordinance authorizing the issuance of biennial licenses. Recent changes in state law have resulted in changes to the renewal application mentioning biennial renewals. The City has not adopted an ordinance permitting this type of license renewal and licensees are encouraged to contact the Clerk's Office for more information.
Incomplete Applications Will NOT be accepted. All applications must be submitted to the Clerk's Office with appropriate fees and documents as a complete packet.
Incomplete applications mailed to the Clerk's Office are subject to denial and must be recovered at the applicants' expense; incomplete applications may be subject to retention. Applications found to be incomplete will be provided a revision period of 10-days for applicants to amend applications and submit all required documents.

Alcohol for Events, Festivals, and Celebrations must be permitted by the Local Liquor Licensing Authority. Special Event Liquor Permit Applications must be submitted 45 days prior to an upcoming Liquor Licensing Authority Meeting -All applicants must attend a meeting for consideration and approval.
In Colorado, Special Event Liquor Permits may be issued by local and state licensing authorities to particular types of organizations, permitting the organization to give away or sell, by the drink only, fermented malt beverage or alcoholic beverages for a limited number of days at specific locations.
An organization must be incorporated under the laws of Colorado for purposes of social, fraternal, patriotic, political or athletic in nature and not for pecuniary gain; or a regularly chartered branch, lodge, or chapter of a national nonprofit organization or society which is organized for social, fraternal, patriotic, political or athletic purposes; or a regularly established religious or philanthropic institution. For-Profit entities are not eligible.

Please see the link below for the application - applications for all new licenses must be received no later than 45 days before a local licensing authority meeting. Additionally, general event permit applications must be filed through the Event Permitting System no later than 60 days prior to the event date if they involve alcohol sales/service.

Please note: if you are providing food from mobile vendors during your special event, they must be licensed with the City of Loveland. Please contact the Clerk's Office as to when the City's List of approved vendors will be published for 226. Please note that all vendors must be fully licensed with us at least 10 before they participate in any event within City Limits. If a vendor has not obtained a license by this point, they will not be permitted to vend and the event may not be approved.
City of Loveland – Alcohol Server Training Course
The Loveland Police Department offers Alcohol Server Training to support responsible alcohol service in our community. Alcohol Server Training may be required by the Local Licensing Authority.
The Course is available for a fee of $10.00 per person. Participants may complete a registration form and return it to the City Clerk's Office with payment or register at the office in person. Please contact clerk@cityofloveland.org for additional payment information. Payment for each person attending the class must be received 7 days prior to the course date.

- The Course Registration Fee is $10.00 per person. Participants must pre-register 7days in advance of the course by mail or in-person at the Clerk's Office. Cash, Check, and Card payments are accepted at the office.
- Participants must receive a score of 70% or higher to be issued a certificate
- Certificates are only valid within the City of Loveland for 3 years
- The City of Loveland is NOT Certified by the State of Colorado as a Responsible Vendor Trainer
- Certificates may not be accepted outside Loveland City Limits
- TIPS is no longer recognized by the State as an approved Responsible Vendor Trainer

Priority is given to:
- Loveland-based businesses and nonprofits
- Community members training for volunteer or vocational purposes
- Employees of Loveland businesses (even if they live outside city limits)
External organizations will only be considered if space remains.

- English classes with fewer than 20 participants may be rescheduled based on staffing resources
- Spanish-language and Private classes are available upon request

On April 20, 2021 Loveland City Council approved Ordinance 6443 establishing Chapter 5.45 of the Loveland Municipal Code concerning the age, licensure, fines, enforcement and restricted sale for Tobacco Products and Tobacco Product Retailers.
Please contact the City Clerk's Office to arrange an appointment to submit any tobacco license application. Walk-in tobacco license renewals and new license applications will not be considered.

After receiving a local license, the licensee must apply to the State of Colorado for a State Tobacco license. A current City License must be provided as proof to the State prior to receiving a State License. Applicants hold the responsibility to verify distancing requirements surrounding Youth Populated Areas in accordance with Local and State Tobacco Licensing Laws. The City provides a tool for applicants to assist with this process, however it is solely up to the applicant to verify this distance. Please use this link to review distances of a proposed location.
