This week, the City of Loveland’s Street Maintenance and Rehabilitation Program (SMRP) started road improvements along east First Street. Construction for this roadway and adjoining streets will span from Boise Avenue to Quarry Drive and is expected to be completed the second week of August, weather permitting. The work will address pedestrian accessibility and road surface issues, such as cracks and weather-related stressors, and improve the mobility and safety of this major corridor.
This work is not related to the previous project along First Street, which focused on expanding the City’s wastewater capacity. Both projects were coordinated in an effort to minimize impact to the public and improve Loveland’s infrastructure long term.
Working hours will be Monday through Friday from 6 a.m. to 6 p.m. During daytime operations, temporary closures will be required with detours in place. Commuters are advised to use alternate routes and plan accordingly. The public will be able to fully access streets after work hours.

About SMRP
The SMRP has two functions—maintaining the City’s major pavement network and concrete repairs. Currently, the SMRP maintains more than 8.8 million square yards of pavement, over 800 miles of curb and gutter, 9,000 pedestrian curb ramps and 750 miles of sidewalk. This equates to over 400 miles of public street that must be maintained. This work has earned SMRP the 2025 Best in Colorado Asphalt Pavement Awards Program for sustainability and resurfacing. Project Funding
The SMRP program is funded through the Highway User Tax Fund (HUTF), Funding Advancements for Surface Transportation and Economic Recovery Act (FASTER) of 2009, and through a street maintenance utility fee collected on the City of Loveland Utility Bill. These funds contribute to the City’s overall street maintenance budget to improve large rehabilitation projects like the Taft Avenue resurfacing in 2023.
