City of Loveland Announces Strategic Organizational Alignment to Strengthen Collaboration and Community Service

The City of Loveland will undergo a strategic organizational alignment designed to enhance coordination across departments, strengthen leadership capacity, and ensure consistent, high-quality service delivery to the community.  

“Our greatest strength comes when we truly operate as One City, One Team – and together, we have powerful opportunities to align our efforts even more, delivering services with greater consistency, deeper collaboration, and a lasting impact on our community,” said Loveland City Manager Jim Thompson. “City staff already collaborate extensively and share knowledge every day. This structural update builds on that foundation by grouping similar functions, clarifying roles, and creating an organizational framework that supports better decision making and a more seamless experience for both employees and the public.”  

This alignment focuses on three key areas:  

Unified Purpose and Leadership Capacity 
As the Loveland community grows and evolves, the City has an opportunity to relook at leadership support to create more efficiency and process alignment for staff and residents. To support this, a Deputy City Manager/CFO position was created, with current CFO Brian Waldes taking on the role to increase leadership capacity, improve alignment and streamline decision-making.  
 
Intentional Collaboration Across Community Facing Services
Programs and services provided through the Library, Cultural Services, and Parks & Recreation will be unified into one department under the leadership of Kara Kish, current Parks & Recreation director. The department’s name will be developed collaboratively as the teams come together.  

Several communication and engagement functions will be consolidated within the Communication & Engagement Department to support a consistent citywide voice and strengthen how we share information with the community.  

Continuous Improvement and Operational Alignment  
Targeted adjustments in Development Services, Finance, and Utilities will further strengthen coordination. In Development Services, the City will bring together housing, planning, and development functions by relocating the Community Partnership Office into the department from the City Manager’s Office. 

Planned staffing changes will begin in April, and the City remains committed to minimizing operational disruptions as we take these next steps.
