The City of Loveland will begin restoration improvements at the Foote Lagoon on Thursday, July 31. The project will include installing a new liner, adding over 14,000 square feet of concrete around the lagoon, and improving the surface to improve maintenance access and simplify winterization. Construction is expected to be completed by the end of August 2025.
“Over the past two years, we’ve done our best to preserve the Foote Lagoon by making patch repairs to its 39-year-old liner and working around aging underground pipelines. Despite many efforts to extend its life, the liner has reached a point where it can no longer be salvaged. As one of downtown Loveland’s treasured spaces, we’re committed to restoring the lagoon and bringing it back for the community to enjoy. Once repairs are complete, we look forward to refilling the lagoon and reopening it for event rentals through our Facilities Management Division,” said Acting Public Works Director Jodi Lessman.
One-time funding to repair the Foote Lagoon was passed during the Tuesday, May 20, City Council meeting. The repairs will cost approximately $500,000. During these improvements, heavy equipment will be in the Loveland Library and Civic Center parking lots. When operations begin, crews will enter and exit the Loveland Library and Civic Center parking lots throughout construction. Working hours for the Foote Lagoon project will be Monday through Friday from 7 a.m. to 5 p.m. weather permitting.
In 2023, City facility staff began observing significant water loss each time the lagoon was filled—a process that costs approximately $8,000 per fill. After initial reports, staff launched an investigation and discovered widespread damage to the lagoon’s aging liner. To date, the City has repaired more than 700 individual tears in the liner to reduce water loss and extend the life of the community space. Despite these repairs, the existing liner—now more than 39 years old—can no longer adequately retain water. Over the decades, it has received patchwork maintenance and has never been fully replaced.
Project Funding
The Foote Lagoon restoration project is a capital improvement project funded through the General Fund. Ongoing operations for maintenance have and will continue to fall under Facilities Management.
