Oil and gas application withdrawn from City review

On Friday, March 24 an oil and gas application for the MRG South (CS) Well Pad was received by the City of Loveland’s Development Services department. The application was withdrawn Monday morning March 27 at the request of the owner/applicant.

Received applications are those confirmed to have met the minimum submission requirements. Official application reviews through the City’s Development Review Team are scheduled at a later date following a required public comment period.

Current oil and gas applications

MRG’s East (CE) Well Pad application remains under review with the City’s Development Review Team. The applicant is preparing responses to the questions and concerns raised by the City and members of the public. The responses and any new revised submittals will go through another review by the Development Review Team when received.

The City received the CE pad application on Dec. 2, 2022 and a 45-day public comment period was open from Dec. 2, 2022 through January 16, 2023. The application is reviewed by the Development Review Team consisting of staff in current planning, building, transportation, development services, power, waste/wastewater, stormwater, economic development, and the Loveland Fire Rescue Authority, and air quality experts from Larimer County Department of Health and Environment.

Based on initial review by the COGCC and the City, the CE application meets the City’s Enhanced Oil and Gas Guidelines. This means that the application will go through Track 2 of the Concept Review approval process.

Recent oil and gas application history

In March 2022, the City of Loveland received letters of intent from MRG, LLC, a McWhinney company, for construction of two multiple well pads and production facility areas to develop oil and gas.

The CE pad was the first oil and gas development application submitted to the City under the Unified Development Code (UDC). Oil and gas developments considered by the City of Loveland require additional review and must also be approved by the Colorado Oil and Gas Conservation Commission (COGCC).
